Migrate ethereum-lists away from GitHub

We want to move ethereum-lists away from github and maybe have other improvements in the process (like removing RPCs in favor of connecting to chains in a more decentralized way like via myotis)
One option is to go onchain like via https://on.eth.limo - but we are open to other options and discuss things like the governance of it.

It will happen inside the DEVcon venue (so you need a DEVcon ticket - but all people relevant to the discussion should have it - if not please ping me) in the blue discussion corner.
